Greenway Mural Project Artist RFP
This project is a collaborative effort between the Leadership Cheyenne Class of 2025-2026, the Greenway Foundation, the City of Cheyenne, and Arts Cheyenne to promote mental health awareness and engage young local artists in community beautification. Specifically, the project is targeting a section of the Greenway on the south side of Cheyenne at the large underpass at Walterscheid Blvd. The end goal is to partner experienced artists with youth artists to add multiple colorful mural pieces near the underpass that connects community users traveling east to west, or vice versa, just south of I-80. The finished product is meant to inspire frequent users while generating more pedestrian traffic to the area.
Fundraising for the project will be completed at the 2026 Boo Ball event at the end of October with mural installation projected for the spring of 2027.

Project Details & Timeline
This project is anticipated to be completed in the spring of 2027, following fundraising efforts led by the Leadership Class of 2025-2026 and supported by the Greenway Foundation. A public reveal and celebration surrounding this project will be planned for Spring/Summer, 2027.
It is the hope of community partners that the murals include:
- Lots of color
- Inspirational imagery and messaging directed at increasing mental health and self-worth
- Incorporation of the underpass architectural design into the mural artwork
The Leadership Cheyenne Class of 2025-2026 expects to raise enough funds for at least 3 separate murals. However, up to 6 separate design proposals will be selected in the event that fundraising efforts exceed current estimates.
Notes about this project
The space will be prepped for mural installation by the City of Cheyenne with assistance from the Leadership Cheyenne Class of 2025-2026 and the Boys and Girls Club of Cheyenne. Artists can expect to start with a clean slate without needing to clear greenery from the area.

Request for Proposals
Artists submitting a proposal for this project should plan to include the following as a part of their application:
- Confirmation of willingness to be paired with a youth artist from the community for installation of the project
- A short description of their proposal, including examples of image references and other necessary information to explain the proposal
- Sketches or renderings featuring the proposed concept for each of the locations for which the artist is interested
- May be completed digitally or physically, but must be uploaded as either a .jpg or .png for the final submissioN
- Artist’s proposed fee
- Any special requests for materials or equipment
- Provide a short artist statement offering a reflection of the artist’s work and approach to other public art and mural based projects
- Provide an artist resume and portfolio demonstrating 2-5 other public art projects completed
- If selected, the artist must be willing to provide proof of liability insurance to complete the project
Review and Selection Criteria
All project proposals will be reviewed and discussed by a committee composed of representatives from each of the project partners. Reviewers will follow the example rubric below for both a quantitative and qualitative approach to determine the final artist selection. Submitting Artists should note the review criteria when compiling their applications.

Proposed Mural Spaces
The Greenway Section at Walterscheid Boulevard and West Jefferson Road, just west of the Boys and Girls Club of Cheyenne.
PRIORITY 1
The west side of the tunnel on the large north facing wall where the artwork can be seen by southbound traffic on Waltersheid Blvd.
PRIORITY 2
The tunnel opening on the east side of Waltersheid Blvd, space closest to the Boys and Girls Club of Cheyenne.
PRIORITY 3
The mouth of the tunnel on the west side.
PRIORITY 4
The smaller “canvas” as the Greenway turns around the westside of the tunnel. This space will be great for a beginning muralist.
PRIORITY 5
Expand on the north facing wall on the west side of the tunnel – will allow several of the art pieces to be “tied together.”
PRIORITY 6
Inside the tunnel. It could be fun to use this space to tie multiple pieces together, but it will be the least visible spot for any artwork.
